The Murata Project is a massive experiment started by Maruta Ishii to create the perfect human. At first, Ishii experimented on criminals who were sent to Impel Down but after a while, the World Government disapproved of his experiments and tried to shut it down by not giving him any subjects to test on. As a result, started to kidnap innocent people for his experiments and later joined The Five Lotuses as the leader of The Blue Lotus and is known as Mr. Four.
