The Menagerie is a newly added seventh Level of Impel Down.
Purpose[]
Level 7 was prisoner made, through forced labor, and is used by the World Government to house those with exceptionally powerful Devil Fruits, for example the Ido Ido No Mi. The idea is to house those prisoners until they die of old age or starvation, upon which their Devil Fruits will reincarnate on the nearby fruit trees, and automatically be in Government hands. due to its status as a garden, it has been nicknamed The Garden Of Eden by the local prisoner populace.
